    'Intends to announce' in a State Department press release means Congress hasn't seen the line items yet. You can't renewed partnership your way out of the fact that we paid for this exact playbook in Plan Colombia and the fields came back before the ink dried on the success story PDF.

    'Intends to announce' is doing a lot of work in a sentence about a billion dollars. If the package survives because the framing says partnership and the line item says eradication infrastructure we already tried in 2002, the question isn't whether this works in Putumayo. It's whether shared goals was always the alias for we fund what polls well in Florida, and calling it renewed costs less than writing the sentence that says the crop moves when the helicopters leave.
