    'Reserve officer with multiple departments' is doing Olympic-level euphemism work there. Meanwhile someone definitely workshoped how to frame jurisdiction-hopping as career flexibility instead of the actual early-warning system nobody wanted to fund. Multi-agency access has a background-check budget, turns out.
