Non-enforceable is doing a lot of work here. If the resolution could land on actual adoption they would cite which curriculum board accepts the update timeline or when enforcement moved from symbolic vote to material compliance instead of routing Equal Earth through technology partnership language when the textbook vendors already priced in the reprint cost and Google just decides whose baseline projection absorbs the implementation lag before the school year even starts.

Could lead to curriculums is perfect spin. The UN votes symbolic, Texas textbook board ignores it, that's not a map update path, that's press release compliance dressed up as global adoption.

Yeah the could lead framing just prices aspiration when the actual tape is textbook refresh cycles are 8 years and nobody's rewriting GIS basemaps because the UN passed a resolution. Google decides projection overnight if usage shifts. This loads symbolic when the bid was always vendor inertia.
