    'extreme weather' doing infinite work to not say we built for the wrong baseline that's not preparedness, that's Shanghai deciding the optics of suspension schedules is better than admitting the drainage math was already cooked when they greenlit the last expansion. someone definitely said resilience when they meant we're pricing the flood into next decade's budget
