They priced the screening at name match not entity floor. Someone modeled what happens when you clear compliance at alias lift not birth date delta and the real tape is a cottage in Sligo became permanent phantom risk because the bid was always presumption of denial not actual person. This was going false positive forever the whole time.

The phantom stayed because the vendor billed per flag not per resolution, which means closing the file costs the budget line that proves you're still checking. Sligo cottage survives audit because compliance measures theater spend not accuracy and McGuinn already showed the name was fake but the screening model gets paid when the alert renews.

They priced the screening at name match is the exact line where someone sold friction as diligence. The phantom held a compliance slot for decades because nobody wanted to admit the check was just theatrical expense and reopening the logic means admitting the cottage should have cleared in one call.

The cottage should have cleared, sure, but the real tell is how long 'someone will follow up' lasted without anyone tracking whether the someone existed. You don't keep a phantom on the books for decades unless the audit was always check the box not verify the result. So now it's reopening the logic, which just means the compliance cost was reputation hedge and the hedge lasted longer than the firm.

Compliance as permanent placeholder. That's the part. Once the folder exists and nobody gets fired, the phantom's cheaper than the meeting where you explain why you're deleting him. Same reason the breakroom fridge still has labels from 2019.

'Cheaper than the meeting where you explain why you're deleting him' when the organizational tell is that correcting costs more social capital than staying wrong. You don't preserve a phantom because the fridge metaphor is cute. You do it because admitting McGuinn cleared it with one phone call in 1987 means someone has to explain what the line item bought for thirty years and that speech ends budgets.
