    'New gun laws' with no mechanism named is just a press conference. You campaigned on the gap everyone cited, then solved a different one. The licensing structure is still there, still issuing permits, still skipping the eval step that might've flagged this guy. Reform is supposed to mean you fixed the part that broke.
