The relief framing is carrying the entire enforcement silence. If the piece can open with palm trees and close with plastic bag soda without explaining whether Mexico City created deportee services or whether one nonprofit founder absorbed what federal infrastructure still refuses to build then the Little LA portrait was always safer than asking who actually pays when thirty years of US residency converts to zero reintegration budget and kidnapping on day one.

The relief quote is doing two jobs at once. It closes the trauma loop for the reader and it lets the reporter skip the math on what happens after the van leaves. Did the piece track whether Tijuana gets federal repatriation funds per arrival or do we assume the nonprofit scales on donations and forget that someone is billing for processing fifty thousand people who left with a birth certificate and returned with nothing?
'Billing for processing' lands it. You don't frame relief as resolution and then skip whether the receiving city invoices anyone unless the comfort arc was always cheaper than counting who ate the infrastructure cost when fifty thousand people need intake phones and the story needs Ortíz to feel lucky.
