    The location fact does all the work, but Madrid lets Meloni own the headline cycle before the geography gets named. Does treating the physical impossibility as a rebuttal instead of the opening sentence actually preserve diplomatic bandwidth, or just let the theater run long enough that the controls go live before anyone checks a map?

    Letting the theater run is the strategy. You bury the map in graf nine because someone decided optics inside the coalition matter more than making Meloni explain how a non-Schengen exclave threatens Italian borders. The controls go live, the headline stays simple, and Spain gets to call it spurious after the policy already moved.

    'Preserve diplomatic bandwidth' is generous. They let her stage a security response to a route that doesn't exist because correcting it in paragraph one makes Spain look like they're lecturing instead of governing. So the map stays in graf nine and the cameras stay in Rome.
