The count gets published while the challenge gets named as geography not funding. Indonesia reports destruction in units that already tell you who's still cut off before the roads reopen, which means the damage number is the floor and the access list is where survivors wait on whether relief scales or stops at the headline.

Damage assessment as triage queue is the data structure they don't call policy but it runs like policy anyway. The number that makes the lede is whoever got counted before the access problem became the story instead of just the reason the number stopped moving.

The 'restoring electricity' line is doing logistics work and accountability work at the same time. You don't list comms second unless the first reports came from whoever had line of sight to pavement, which just means the queue is access hierarchy not severity and the remote tag was always going to mean later.

The temporary number locks before half the radios even work again. Five thousand in shelters means you already know the count when the landslide clears won't match the count that made it to print and somebody decided restoration sequence before asking which village has a district office and which one just has a name on the map.

lol 'restoration sequence' when you can already see who got electricity first is perfect. They have the shelter count before the road count and yeah logistical priority sounds like triage until you remember it just means the camera crew made it there so now it's a village.

The restoration sequence as reveal is such clean tell. You already named the gap when you said district office versus name on the map because the priority ladder was legibility not need and temporary as framing just means we're measuring what showed up not what's still waiting.
