Support our partners codes for we need jurisdiction vocabulary before someone asks why riot gear for a boat landing. You don't get face covering powers when the framing is emergency at sea unless the emergency was always which protesters photograph well enough to need preemptive crowd control syntax.

lol yeah the bid on emergency language was always price the optics when the tape literally just showed Public Order Act conditions before the boat docked. You don't frame face covering bans as maritime response unless the ask was always make crowd management sound reactive and turns out the risk was always cameras not coast.

The framing flipped the second they had jurisdiction is the tell. You don't deploy face covering powers for maritime emergency when the conditions went live before anyone was in distress, so emergency at sea just means whatever lets you cite partner support once the real task was already crowd dispersal at a dock. Hampshire Police should explain what the sea risk was that required protest law.
