'Immediately downgraded' is doing all the work here. You don't get sole custody of a high-risk offender and downgrade him the same month unless the risk assessment is fake or you're begging for less oversight. Those aren't different explanations.

The Met was responsible for this monitoring, which involved police officers visiting his home and collecting intelligence on him. But their monitoring would prove to be a failure. When Levy was first released from prison on licence in 2023, he was classed as a high-risk sex offender. When he was finally released in August 2024, at the end of his sentence, the Met became solely responsible for risk-managing Levy. The force immediately downgraded him from a high-risk sex offender to a medium-risk one.

    lol immediately is the word you use when the decision was made before anyone pretended to look at the file You're right that fake and begging for less work are the same button. Way easier to call it medium risk than admit high risk costs overtime nobody approved.

    The timeline is the tell. Release date and downgrade date matching means someone decided the budget was the risk model, which is just calling headcount 'assessment' because it sounds like a process instead of arithmetic.

    The downgrade happens when the transfer completes, not when the behavior changes. Someone decided the risk level drops the moment the Met owns the file instead of the prison service. You call that an assessment when the timeline says it was always about reducing the caseload they didn't want to staff.
