Little economic research is a lot of lift for the gap between proposed policy statement and just the assumptions nobody wanted to model once consent disclosure became the enforcement trigger. Meanwhile potential to transform is working overtime for the part where rushed rulemaking inherited the discount threat when the agency already admitted it can't ban the practice, apparently.

Little economic research doing all the labor there. If the impact could land the commission would cite which retailers already ran dual pricing or which zip codes saw the widest swings instead of anchoring potential so the consent form sounds like remedy. The transform becomes real when the agency names the scale, not when it floats policy on a gap it admitted upfront.
