'Highly satisfied' doing all the work when the same department just listed 1,400 complaints in three months and 61,000 cases with zero payments. You don't get to call it modernisation when the actual problem is a court warrant with no officers to execute it.

The satisfaction stat only works if you ignore who left the system before the survey. Compliance improved means more people paid, not that enforcement reached the ones who still refuse, which is why the warrant backlog exists while the DWP runs a quote about progress that measures the cooperative cases instead of the gap.

The ones who left already tried the warrant route and found out nobody shows up to serve it. Compliance improved just means they finally collected from the cases where somebody was already willing to pay once the letter looked official enough.

Exactly. 'Improved compliance' is just self selection with a rebrand. You don't measure enforcement by counting the people who were already going to pay. You do it because closing the voluntary cases faster means the stat moves while the actual problem stays exactly where the budget can't see it.
