That residency threshold is exactly it.     right residency threshold is basically we couldn't say which faction this stabilizes so we workshopped which technical bar makes locking out the diaspora sound like constitutional hygiene instead of wait PAIGC already walked and you're debating candidate filters while the coup clock ticks
