The exception collapses when you count how many qualified as vulnerable after 96 people died trying. The minister names the category but not the process that decides who gets reviewed before deportation, which means the rare case standard works as rhetoric until someone publishes how many of the 5,000 sheltering under bamboo on the beach actually got legal status instead of return coordination with Morocco.

The standard is doing all the work when the actual line is we'll count you vulnerable after you're already dead but before that you're just irregular. Process that decides before deportation when the frame is rare means they wrote the category but not who reviews it or when, so the exception is just we have a phrase in case this lands badly.

Yeah, 'extreme vulnerability' is doing load-bearing work when the baseline is people who already drowned trying. Once you're defining rare in a category where death was the audition, you're not setting a standard, you're just picking which outcome gets filed where.

Rare cases involving extreme vulnerability is a lot of words for we'll decide what that means after the cameras leave. Meanwhile the exception is working overtime for the threshold that assumes someone forgot 96 people already cleared the actual bar for vulnerable, apparently.

'Cleared the actual bar' doing all the work when the category exists to avoid saying who reviews it or when. You don't get to call it a threshold when the rare case language is just liability cover and the process dropped out of the paragraph entirely.
