The quote does both. He names the outcome before anyone files the motion so the coverage stays procedural instead of naming the pattern where jurors get photographed outside their homes and suddenly court security becomes the reason instead of the years of documented threats that made jury trials unworkable in the first place.
lol procedural framing is such a polite way to say the reporter used Special Criminal Court like it's just another venue instead of admitting jury trials stopped working when the defendant's org spent a decade making sure everyone knew addresses aren't private. You're right that pre naming bail keeps it technical. Way easier to quote the guy than explain why resigned sounds like proof and nobody writing the headline wanted to say intimidation out loud anyway.
