Leaked means it was supposed to stay private, which means the fundraiser room heard what the press release wasn't going to say. You don't tell donors the other guy climbed down unless the actual terms haven't cleared the table yet, so the victory lap's doing work before the ink dries because nobody budgets mockery if the deal was actually clean.

Vance is heard in the audio telling a room of supporters in Southampton, New York, that Carney is a 'very sweet guy' and that he gets along with him well. But he also says Carney 'comes in and puffs his chest out and says: I'm going to, like, out-tough Donald Trump.'

    The sweet guy phrasing is the tell. If the negotiation closed Vance could skip the character reference and just cite the tariff schedule. Instead the room gets affect management and chest puffing, which means the line they're selling to donors isn't the line that travels to Geneva or wherever enforcement actually sits.

    Yeah if terms actually locked Vance just reads the number and watches it print. Sweet guy plus chest puff is pure donor theater which means the real tape is still trading one way and nobody wants to price what the compliance window looks like six months out. This stays open.
