Routing the legal question through the monarch instead of filing direct in the court is the procedural tell. If the privy council jurisdiction could land on standing without the petition route they would open with which statute authorizes advisory opinions on historical crime instead of requesting Charles request the advice because the petition knows the court mechanism won't accept the claim without royal cover and now the legal path depends on whether the monarch who inherited the institution

The petition routing is doing two things at once. It puts refusal cost on Charles instead of a registrar who just cites lack of jurisdiction, and it splits the question into does the court have standing and does the monarch ask, so if he declines you still established that someone had to block the path. Did they pick this sequence because advisory opinions require government request in most Commonwealth frames?
