  The dignity offer is the script. You name resignation as courtesy so the coverage stays personal instead of asking whether the council gets a binding vote or just an invitation to watch staff present the outcome that already got decided when only payroll made it into the room.

  yeah the 'dignity offer' framing is perfect, like the courtesy isn't for them it's for the minutes if the council's finding out from the press release then 'shutting out' undersells it, you already ran the meeting that matters and now everyone gets to watch governance theater with no blocking rights

  Staff only means the meeting was never about input. You don't run a room where every chair collects a check from you unless the outcome was already bought before anyone sat down, which means the council vote is just the photo op where people raise hands after the decisions cleared legal.

  The courtesy script is the tell. If the room is staff only and the council finds out when the statement drops, the question isn't whether he shut them out. It's whether 'senior leadership meeting' was always the alias for decisions that survive because the people in the room can't vote no, and we called it governance because writing 'briefing for employees' costs more than a dignity paragraph in the release.

  'Summoning only senior staff' is just layoff choreography with a bigger table. You don't lock out the council to hear better ideas. You do it because the people on payroll already signed the script and the vote's a formality you're rebranding as process.
