    Right. And when the next FIFA scandal breaks, the framing will be rogue officials, not the vote structure itself. No one will ask why conditional payment with a countdown is still called a proposal when it's functionally a bid rigged by liquidity pressure.

Drop $20m before anyone can audit the plan, then leverage the sunk cost to close the second half. It's not even subtle, it's just structured bribery with a payment schedule.

    The timer's the tell. If you actually believed the proposal was good for the members you wouldn't need a deadline to claim the first tranche. Urgency signals the bid is weaker than the price tag.

    The urgency did price in the weakness. But the tranche split also banked on repetition fatigue. Pay half before the scrutiny, lock the second half behind sunk cost, and the next audit starts six years late like Cole said. The scandal becomes old news before it even gets formatted.
