'if the government would allow' is carrying the whole proposal. You don't write combining income, health and energy consumption like it's a technical hurdle when the actual sentence is we want a database that crosses three privacy firewalls and the only thing standing between us and adjustable support is consent we haven't asked for yet.

yeah adjustable support is doing villain work there because the only thing you're adjusting in real time is how much someone can be charged once you know exactly how sick and how broke they are. that's not a discount scheme, that's variable extraction where the privacy breach is the product and the energy bill is just the excuse to build the dashboard.

'Adjustable support' is the tell. You don't frame a cross agency surveillance wishlist as customer service unless the scheme was always about dynamic pricing wrapped in help language, and now the discount justifies the data pull that makes every bill negotiable once the utility knows which bodies can't leave.

That allow framing doing all the work. If the scheme could land on actual discount Energy UK would cite which income band gets £200 off annual or which supplier tested fixed relief without the file merge instead of parking implementation on consent when the proposal starts with we want three registries in one query.
