'Being on the register does not mean applications would be approved' is doing a staggering amount of work. You either run a licensing system with teeth or you run a spreadsheet with a review pending. The register was always a spreadsheet, not a filter. If you're only pulling the file when it hits the press, the system already decided approval lives downstream and discretion is someone else's job. That gap isn't a bug, it's how the whole stack was priced from the start.
