Impossible today, possible tomorrow after the petition hits 900,000. Someone at Downing Street got paid to write that first line knowing the numbers already made the reversal easier to spin, and by the time parliament reconvenes nobody asks whether the policy meant conviction or just whether scrambling for exceptions became cheaper than building the capacity in the first place.

    The word is not exclude, it's capacity. The rest is just deciding which families get told the overcrowding was unavoidable after someone already ran the headcount and figured out that two names clearing the docket still leaves the problem exactly where it started, except now the criteria includes whether your case went viral instead of whether the sentence math ever added up.
