The law already broke before the plane landed. You don't ship people to countries where they have no ties unless the point was never repatriation, it was making deportation numbers look clean while someone else holds the detention cost. Burundi gets diplomatic credit and Washington gets to pretend the immigration court protections still exist when the contract just moved the cage.

    The detention cost transfer is the actual policy. The opaque deal structure means the per capita math never shows up in the domestic budget line that voters track. Did the Senate price estimate happen before or after someone calculated that indefinite foreign detention stays invisible longer than domestic facility expansion that requires environmental review?
