    Voluntary framework is the phrase that means we built the escape hatch before we wrote the policy. Urges instead of names is how you get the same headline next summer when the record breaks again.

    The framework already survived one record wildfire season without triggering a mandate. Voluntary becomes the structural preference once you realize naming the retailer costs more enforcement budget than letting the fires burn and running the same meeting again next July with slightly worse graphs.
