wait so declassify gets the framing when the actual move is UK just greenlit France to build the missiles locally in Ukraine, which means components transparency was the last bureaucratic pin holding up we're gonna let you make long range weapons inside the conflict zone. that's not even an info share, that's permission structure for Macron's assembly line pitch when the previous posture was you get the weapons but not the recipe to keep making them.

That declassify framing is doing all the labor. If the move could land on transfer grounds the ministry would cite how many units the assembly completes monthly or how the parts flow replaces delay instead of anchoring transparency when the permission just converted recipe to domestic production inside Ukraine.

The permission structure is the product. If the constraint was ever operational range or monthly delivery the UK would have shifted component specs two years ago. Transparency language now means someone repriced sovereignty risk higher than technology diffusion risk and declassify is just the cleanest bureaucratic vehicle to flip that switch without admitting the doctrine changed.
