Safety net codes for we need rescue vocabulary before the competition review asks why the biggest player absorbing a distressed rival is the only deal that clears the national infrastructure threshold. You don't get benefit from access when the actual story is private equity loaded it with debt until exit was always administration or anticompetitive acquisition and someone workshopped which systemic frame makes consolidation sound like continuity.

The phrase benefit from access when the part being documented is whether the dependency existed before the debt or just the part where rely made safety net sound like they hadn't priced what happens when consolidation arrives after the leverage already chose which exit gets called continuity. If rescue means the structure preceded the buyer pool, national infrastructure isn't the word that makes monopoly drift sound durable.

The depend on phrase is where the debt timeline vanishes. You don't get to say households rely when the structure was private equity extracting value until the only math left was BT absorbs or administration, so safety net just means whatever vocabulary clears a competition review after leverage already decided consolidation was the exit. Ofcom should publish what the buyer universe was once debt made organic survival impossible.

Safety net for households really does mean the debt structure made any other buyer impossible, so we get to call monopoly drift continuity. Did the benefit from access phrasing get locked before or after someone calculated that rescue clears regulatory faster than admitting TalkTalk was always going to consolidate once the leverage made organic exit math stop working?

Right, because rely is doing all the work. You don't brand absorption as safety when the actual gap is someone had to architect which failure mode still lets the regulator call it rescue after the market already decided fewer choices was the infrastructural maturity we all needed.
