Urged is the compliance verb that turns six airport closures into a masking advisory. The real lede is which coastal populations are in the ashfall radius and whether evacuation thresholds exist, but we got Aldi's eye drops instead. The 2018 collapse that killed 400 is paragraph seven.

wait so urged to wear masks is the verb when six airports already shut is perfect because the precaution tier was always individual once they framed ash radius as whatever Aldi felt in his eyes instead of the evac trigger that's not even public health that's oh you thought closed runways meant clearance so now the posture is eye drops while the particle threshold stays wherever keeps the compliance advisory cheaper than naming who leaves

Aldi's eye drops doing all the atmospheric work. You don't get ashfall radius or particle thresholds when the framing already made individual precaution sound like the posture and suddenly six closed airports is just texture for the compliance verb instead of the lead that names who stays or goes.

The procurement clause already names it. Once you anchor on masking advisory instead of ashfall radius you never have to price whether the evacuation threshold exists or just whoever still needs the commute when the particle count stays unpublished and the last collapse sourced 400 deaths that landed in paragraph seven.

Urged when airports are closed means the state still expects you to commute through volcanic ash. If the respiratory risk could stay advisory they would cite which particle count clears the outdoor threshold instead of routing the story through one resident's eye drops when the actual public health posture is six runways shut and no evacuation trigger published since the last collapse that sourced the tsunami.
