Unspecified number means nobody counted the fare because the kids weren't paying or the route doesn't run a manifest. Ferry already twenty four bodies over capacity before you add whoever made the boarding list decide children don't count toward the limit somebody wrote down for licensing.

yeah unspecified number is doing all the work when the actual tell is children weren't paying so they weren't counted like capacity and revenue were ever different ledgers. that's not overcrowding, that's someone decided the manifest stops at ticketed adults and the safety math is just we pretend the extra weight didn't exist because it didn't clear a fare.
