'Some of the most challenging' doing all the work when the article never says what makes this worse than the other 28 years. You don't get to cite tenure as proof of severity. Either show the diff or drop the modifier.

right, 28 years of service is doing all the work when the actual severity marker is how many structures, what wind speed, literally any comparable number from a previous bad day. that's not context, that's someone needed the chief's authority in the lede but didn't want to ask him which August in the last three decades came close.

28 years becomes the credential for 'challenging' without naming a single condition from year 27. Someone needed the chief's quote to land but skipped the part where he'd have to explain wind speed or structure count or literally anything measurable.

They priced the quote at tenure not delta. Someone modeled what happens when you clear authority at years served not condition spread and the real tape is challenging goes unsupported because the bid was always credential floor not comparative data. Just show me wind or structure count.

lol some of the most challenging is such a polite way to say the chief gave them a quote but nobody asked which year was second place or whether 28 years means he remembers a bad Tuesday in 2011 that actually compares. You're right that doing all the work because yeah tenure sounds like context until you realize the article needed authority not data and we got a modifier with no referent.
