Toughest-ever controls is the framing that turns half the tags weren't fitted on time into innovation. Victims having a say just means the system already decided release and the headline is still calling restrictions meaningful instead of the paperwork after the decision.

The phrase toughest-ever controls when the part being documented is whether the monitoring existed before the release date or just the part where half the tags weren't fitted made meaningful restrictions sound like they hadn't priced what happens when victims having a say arrives after the system already chose the outcome. If innovation means the decision preceded the paperwork, safeguarding isn't the word that makes 33% sound like

lol yeah safeguarding just prices the bid was we built a process when the system already repriced from sentence to capacity target. You don't get victims having a say when the question was always can we clear beds and the controls still arrive after whoever's getting tagged this week was already walking.
