    lol instigators of a violent riot is doing a lot of work when the actual phrase is we shot two teenagers and the review is whether we file it under procedure or just wait until you stop counting. You don't write under review when it's 80 dead in five months and the pattern has a name, it's called we keep shooting. That's the framing version of calling it incident so the this is what we do part never becomes a policy problem.

    wait under review is doing all the work when the actual line is we needed two words that make 80 Palestinians dead in five weeks sound like pending inquiry instead of this is the policy that's not even investigation that's we workshopped which phrase makes body count sound like individual incidents so the pattern never gets a name
