The 85 percent floor is not a safety rule, it is market allocation dressed as transition policy. Uber spent years betting against internal AV capacity, now the lobby spend buys time to rent fleets instead of losing platform control. Did the proposal include an offramp percentage or sunset clause, or do we assume the pilot ratio becomes the permanent split and forget that three years is long enough to freeze competitor scaling?

wait so transition policy survived the pitch when 85 percent already does enough definitional lift that pilot gets to mean we locked the ceiling before anyone had to admit the three years never included an exit percentage. that's not even a sunset problem, that's permanent ratio wearing a research vest when the ask was always just make sure the fleet math still runs through our dispatch.
