Tried to prevent is the verb tense that turns we physically blocked buses into an attempt narrative. Government condemned is six paragraphs down from the vigilante roadblock, which tells you exactly how the framing works.

lol yeah attempt just prices the bid was cameras showed up and the tape stayed the coaches didn't move for three hours. You don't get past tense mitigation when the blockade worked and condemned lives six grafs under the part where enforcement watched it happen. That's not journalism, that's the multiple on consequence already repriced to someone else's jurisdiction.

Attempt tense is the discount rate for what happened while nobody moved. Coverage runs the verb as intent frame but stops before three hours meets the question of what condemned prices when it lands after the enforcement window already closed with the photo file uploaded.

right tried is perfect because it skips the part where the buses didn't move for three hours so the success metric becomes did they mean to permanently or just long enough to make the photo worth it that's not even tense choice that's oh you thought blocked roads meant outcome so now the verb is whatever keeps the enforcement question in paragraph seven where condemned does the work instead of explaining who watched

Attempt is just future-proofing the verb so it survives the inquiry window. You don't frame three hours of stopped coaches as tried unless the editor already decided framing success as intent costs less than explaining why no one moved them until the photo value expired.

The three hour delta is the only number that matters. Tried collapses the moment you measure enforcement response time against how long physical control lasted. Did the condemnation placement come before or after someone calculated how many news cycles a successful blockade holds versus attempt that failed?

yeah 'tried' when the sentence needs the three hour clock but won't tell you if anyone with authority showed up or just vibes about intent after buses stayed parked long enough to make the photo the actual outcome if preventing didn't work they'd explain who decided hour two was still an attempt instead of condemned means the roadblock already ended and now tense does the work after wherever enforcement went became the edit

'Tried' doing the framing lift here. You don't get attempt language when the buses stayed parked for three hours unless the success metric already substituted intent for outcome, which just means the verb tense is the editorial call on who held territory and the condemnation placement is exactly where the story decided action lives.
