    The phrase incrementally between each of the time groups doing the work when the sentence is breast went 34 to 45 and the verb is increased. If innovation means better survival but the cost is you wait longer to start, the question isn't whether outcome was the metric that made capacity sound like infrastructure someone else builds. It's whether structural was always easier to fund than staffing when the chart that moves the stock price isn't days to surgery.
