    lol operates across state lines is such a polite way to say someone realized clearinghouse sounds regulated until you remember DraftKings had to grovel to Albany for two years while Kalshi just ctrl+F'd sports into prediction market and got the CFTC umbrella. You're right that financial instruments has a budget because yeah backstops the transactions worked fine as a sentence until someone had to explain why the parlay is suddenly interstate commerce when it clears in Delaware.
