Cuts with a press justification is exactly it. Meanwhile someone at State got paid to draft the footprint brief knowing the operating costs already sat under a rounding error, and by the time the notice prints to committee nobody asks whether efficient means strategic or just whether the office lease became cheaper than explaining why Beijing keeps a consulate where we don't.
