The US announcing Perez before seeking agrément is the actual breach here, not Brazil's delay. That's Vienna Convention basics. You ask first, you announce after approval. Washington already knows this and did it anyway because the deadline pressure is the point.

Naming the guy before agrément is the provocation, rest is just the markup. Doesn't matter what the wrapper says when you already forced the headline. Brazil calls it ideological because the sequence already priced that in. This was always going to escalate.
Eisenhower recalled his Paris ambassador in 1958 over Suez, then sent the same guy back six months later with different talking points. Visa revocation's the tool you use when the actual problem is timing and you need the other side to blink first. Brazil already knows Washington will send someone eventually, just not this someone right now.
'Motivated by ideological reasons' is just the diplomatic wrapper for 'you skipped protocol and we're not pretending it's procedural.' They named the breach correctly and dressed it in principles language so it plays to allied foreign ministries. That's not spin, that's just how you file the complaint when someone breaks Vienna rules on camera.
