'not allowed to appeal' is the tell. You don't write editorially independent and then no appeal process unless the independence runs on a revocable permit. That's not a congressional mandate. That's an org chart with a manual override and a claim that expired the minute someone used it.

lol yeah 'considering his response' when the actual sentence is we built the mandate to sound structural but the dismissal has no process and suddenly editorial independence is just the phrase you use when the override was always there. You don't do 21 years and no appeal unless the whole point was independent meant protected from interference not actually unfireable and the permit expired the second someone decided to pull it.

The phrase editorially independent doing the work when the thing being measured is whether the ombudsman answers or just the part where the charter made firewall sound like it ever included the org chart. If congressional mandate means they can't appeal, the question isn't whether 21 years was the number that made journalist sound like employee. It's whether the manual ever said what happens when you use the override or just the part where independence made revocable sound like they hadn't modeled it.
