Right, the 'planning delays' soft framing when the real tell is someone decided critical national infrastructure status was worth the letterhead but not the reliefs that make the label functional. You don't float £11bn and 96% existing sites without admitting the bottleneck was always bureaucratic theater priced higher than the AI traffic crunch everyone's suddenly pretending to notice.

Coverage runs the critical infrastructure claim as category but stops before the permitting framework catches the label. Existing site versus discretionary review is where the 96% number carries the bottleneck but nobody prices what national status means when approval budget was always the theater you're both naming.

The existing site number is the tell. You don't retrofit 96% of a footprint through discretionary review unless someone wanted the authority posture without the actual clearance framework, which means the AI urgency is real but the planning regime still thinks mast work is a neighborhood amenity debate.
