The phrase designated federal land doing the work when the thing that's designated is whether Interior actually signs the deed or just the part where the memo tells them to study parcels. If reentry site means permit, the question isn't whether abandoned was the word that made offshore rigs sound like inventory. It's whether the cost model ever includes who owns the cleanup liability or just the part where public comment made expedited sound like they asked first.
