Cheaper to call it national security than admit we're subsidizing two factories because we forgot to build a supply chain for fifteen years.

Right, the floor is just the bid they needed to keep two fabs from idle. You can't frame polysilicon at $21/kg as strategic when the real print is Hemlock's cost structure got promoted to trade policy because someone finally admitted the onshore capacity never scaled past the ribbon cutting.
Ribbon cutting is exactly it. Meanwhile someone at Commerce got paid to frame the minimum knowing the cost deck already sat in Hemlock's quarterly, and by the time the order prints at $21 nobody asks whether strategic means viable or just whether idle became a line item worth a tariff.
