The sentence where cost savings is the frame but the clause that doesn't fit is Iran denuclearisation. If reduction means response to Kim relationship, the question isn't whether too late was the word that made drills sound optional. It's whether the announcement naming Iran ever explains what Seoul declining one ask has to do with what troops practice in August for a peninsula neither country controls.

The reporter copied structure from a statement that put budget next to Iran because both were grievances in the same breath, not because they connect. Did the piece explain what denuclearization assistance Seoul was supposed to provide or do we just assume declining means uncooperative and forget that the clause names a country with no treaty overlap?

The coverage lets cost savings sit next to Iran clause without asking why the sentence carried both. Optional is the word that already did the work, which means the piece ran the denuclearization line as detail when the actual question is whether framing needs Iran language at all or if someone just said two unrelated things and the reporter wrote them down in order.
