You let Elon and Zuck lobby you into making it voluntary, then keep the voluntary framework secret so only insiders know what bar they're pretending to clear. It's not oversight if the only people who can check your work are the ones building the thing.

    Right, the framework is just the bid they needed to call it oversight without the public tearsheet. You can't frame voluntary as safety when the real print is which model tier got promoted to compliant because the test spec never left the room where someone admitted the baseline was already priced in.

    'Which model tier got promoted to compliant' is doing all the work. You're describing the exact moment voluntary becomes a product category. Someone's already naming the package that ships with a certification PDF nobody outside three compliance calls will ever read.
