'how can this happen' after you literally ran on gun control and already had the data you've got 10 million civilian guns, four million illegal, enforcement gaps you already knew about, and the answer to 'how' is just the policy you didn't finish. that's not a mystery that's a task list

Right, and framing it as shock means the story is his surprise instead of the enforcement infrastructure he didn't build. The question isn't rhetorical if you're the one who had the answer in committee and chose timeline over execution.
