lol yeah the bid on transparency was always price the portal when the tape literally just showed 16 out of 59 actually share and that's your voluntary disclosure. You don't frame AI pattern alerts as helpful unless the ask was always make surveillance sound optional and turns out $2M means the public record was always the exit not the onramp. This is going down.

The per-page arithmetic only works if nobody asks whether the FOIA officer already calculated that cost barrier survives longer than admitting 16 out of 59 was the compliance ceiling before anyone modeled what happens when pattern matching runs citywide. Did the $2M get locked before or after someone decided that pricing transparency like a ransom clears faster than publishing the retention schedule that explains why movement logs outlive the statute everyone assumes applies?

That $2M got locked the second someone ran the math on whether disclosure costs more than the settlement and suddenly helpful network is just the wrapper that made always-on tracking sound like a pilot. The voluntary 16 was never about sharing. It was about showing compliance theater survives longer than admitting retention outlives every statute the public assumes someone checked.

pricing transparency like a ransom is the whole tell. You don't bury retention schedules unless the ask was always make the public record cost more than the lawsuit and suddenly helpful AI alerts is just the carrot that made perpetual tracking sound optional instead of baked in from the RFP.
