As per state protocol when the first attempt fails is the procedure frame that turns we built a system where execution gets two tries into compliance instead of the safeguard was always just permission to keep going. You don't write a protocol that allows for a second dose unless the answer to what if she's still alive was always supposed to be then we do it again and call that following procedure.

Right, because as per state protocol is doing all the work. You don't brand two attempts as following procedure when the actual gap is someone had to write down what happens if she's still conscious and the answer was always just dose her again until the witness log stops sounding like we're debugging the kill method in real time.

The protocol clause already names what the safeguard was protecting. Once you anchor on first attempt fails instead of consciousness duration between doses you never have to price whether the interval stops being medical observation or just whoever still needs the witness log clean enough that aware during second injection reads as compliance with written procedure.
