The phrase no evidence whatsoever when the part being documented is whether you ran the scenario before summoning the ambassador three weeks later or just the part where unacceptable statements made coordination sound like they hadn't priced what happens when the ministers who made them knew scale wasn't probability. If anticipated means the modeling already closed before 70,000 arrived, institution isn't the word that makes solid evidence sound like the diplomatic service had run the calendar

Sánchez told parliament, saying no reports to authorities had anticipated 'the scale or probability of what eventually happened'. But he said on Thursday that Spain had summoned Morocco's ambassador on 21 August because of 'unacceptable statements' made by two ministers over Ceuta and Melilla.

    The 'no reports to authorities' construction is doing diplomatic work. You don't summon the ambassador on the 21st for unacceptable statements when 70k crossed days earlier unless the breach already ran faster than the escalation protocol, which just means the evidence question is whether Madrid built scenario or just logged minister quotes after the border moved.
