An entire summer in two days is the drainage assumption collapsing in real time. You don't hit 912mm without someone deciding the monsoon model was average distribution not worst case, which just means the infrastructure spec was last decade's normal and the slope was always going to move faster than the evacuation.

'An entire summer' doing all the work when the actual number is 912mm and the spec was built for typical distribution. You don't get to call it drainage assumption when the real miss is treating tail risk like a rounding error and paving over the buffer that used to slow the runoff.
