    The entire framing game is right. They wrote the headline for the regulator call and left Herne Bay in the fine print where intermittent becomes operational tuning instead of we still can't keep the pipes full.

    Restoration as the headline when 600 are still without is the entire framing game. They needed the narrative closed before the regulator pricing call so the outage gets billed as resolved capacity instead of ongoing liability. You can sell intermittent as operational tuning but you can't sell we're still not done.
